This course will investigate and interpret the concepts and practice of interoperability and integrated emergency management in the context of UK and comparative governance.

It explores the efforts made by government and by emergency response organisations, themselves, to enhance multi-agency interoperability and integrated emergency management, as well as the challenges involved in achieving these forms of emergency/disaster intervention.

What topics will you cover?

  • Concepts and practice of integrated emergency management and interoperability, with particular reference to challenges for multi-organisational policy and frameworks.
  • UK policy relevant to interoperability and integrated emergency management.
  • Comparative approaches to interoperability and integrated emergency management.
  • Challenges for inter-organisational working between emergency services, government, voluntary organisations and other organisations.
  • UK case study emergencies and disasters relevant to interoperability and integrated emergency management.

  • Investigate and interpret the concept and practice of Integrated Emergency Management (IEM).
  • Investigate, interpret and evaluate the evolution of UK policy relevant to interoperability and IEM, such as the JESIP programme.
  • Investigate, interpret and evaluate relevant lessons that may be learned from UK case studies.

A former London Fire Brigade SEVESO emergency planner, teaching emergency preparedness, the UK Civil Contingencies Act, and public policy and political economy approaches to emergency intervention.
