Construction management is a procurement method whereby the client appoints a Construction Manager (CM), often a contractor or someone with sound project management skills, to manage and carry out of the work through trade contractors.
Construction management uses specialised project management techniques to oversee the planning, design and construction of a project from start to finish. The purpose of construction management is to ensure the project delivers on time, at cost and to the agreed quality. The CM who coordinates the trade contractors is paid a fee, as though they were any other consultant, to cover their staff costs, overheads, etc.
In this procurement approach, the overall design is the responsibility of the client’s consultants. The CM has no contractual links with the contractors; the trade contracts are appointed and administered by the client. The client takes absolute responsibility for works carried out.
A multi-million-pound expansion of the Hithromis Airport is transforming the precinct into a major commercial and transport hub. On the other hand, traffic congestion on Merryside Freeway is getting worse, due largely to the expansion of the airport. One of the many proposals to relieve traffic congestion submitted to the Londonia Borough suggests extending the current Londonia train line to Hithromis Airport.
Identify and analyse at least six key project stakeholders for the proposed Hithromis Airport rail project and suggest how the construction management procurement method could be used to ensure the project is delivered.
