Skip to 0 minutes and 13 seconds In this section, I’m going to talk about the concept of the Transbondary and Serial Heritage. Well, in terms of the Transbondary Heritage. these properties are a continuous land or sea area which extends across the borders of two or more adjoining States Parties. The advantages of Transboundary properties include the ability to incorporate in a single property all of the area and attributes which convey Outstanding Universal Value, irrespective of current political boundaries. Such properties may help to reflect and encourage inter -national and peaceful cooperation on the shared heritage of countries. So preparing a nomination form This tranboundry heritage and ongoing protection and management can require additional effort because of the need for coordination and cooperation between the institutional arrangements of different countries.

Skip to 1 minute and 23 seconds There may be differences in protection and management mechanisms available in each country, as well as differences in the availability of resources for site management, presentation and conservation. To address such issues, the Operational Guidelines recommend a joint management committee or similar body to advise on the management of the property. The second concept is a serial heritage which are a series of individual or discrete components areas which are not contained within a single boundary. Components may be quite close or geographically remote, but all components are within a single country. Transnational serial properties are discussed below.

Skip to 2 minutes and 21 seconds Well, the serious property will include two or more components, part related by the clear defined links. The first Component parts should reflect cultural, social or functional links over time that provide, where relevant, landscape, ecological, evolutionary or habitat connectivity. The second, Each component part should contribute to the Outstanding Universal Value of the property as a whole in a substantial, scientific, readily defined and discernible way, and may include, amongst other things, intangible attributes. The resulting Outstanding Universal Value should be easily understood and communicated. Serial properties will include two or more components related by the clear defined links.

Skip to 3 minutes and 19 seconds and also constantly and in order to avoid an extensive fragmentation of components parts,the process of nomination of the property, including the selection of the component parts, should take fully into account the overall manageability and coherence of the property. So a series of property can overcome the temptation to try and create a single boundary encompassing all components, thereby including not areas that have no attribute of outstanding Universal Value. Such an approach can make the nomination more complicated because of the range of discrete areas to be included, as each has to be addressed within the nomination dossier.

Skip to 4 minutes and 11 seconds In addition, protection, conservation and management can be more complex because different mechanisms may apply to the different discrete components, even when they are within the same country. To address such issues, the Operational Guidelines note that coordinated management of the separate components is very essential. In some cases, a serious poverty approaches may be appropriate adopted in order to reasonably draw component boundaries which are too restrictive. So the values, authenticity and integrity should determine the appropriate boundaries and appreciation of the serious approach.

Skip to 5 minutes and 1 second So I will give several examples. The first one is the Tusi site in southwest of China, so located in the mountain area of the southwest china. This property encompasses remains of several tribal domains whose chiefs were appointed by the central government as ‘Tusi’, hereditary rulers from the 13th to the early 20th century. The Tusi system arose from the ethnic minorities’ dynastic systems of government dating back to the 3rd century BCE. Its purpose was to unify national administration, while allowing ethnic minorities to retain their customs and way of life.

Skip to 5 minutes and 56 seconds The sites of Laosicheng, Tangya and Hailongtun Fortress that make up the site bear exceptional testimony to this form of governance, which derived from the Chinese civilization of the Yuan and Ming periods. So the Tusi site based on the criterion 2, just have a look at the Tusi sites. some pictures about that the criterion 2 , the Tusi site of Laoshichen Tangya and Hailongtun fortress clearly exhibit the interchange of human values between local ethnic cultures of Southwest China, and national identity expressed through the structures of the central government

Skip to 6 minutes and 48 seconds The criterion 3,The sites of Laosicheng, Tangya and the Hailongtun Fortress are evidence of the Tusi system of governance in the South-western region of China and thus bear exceptional testimony to this form of governance which derived from earlier systems of ethnic minority administration in China, and to the Chinese civilisation in the Yuan, Ming and Qing periods. The other significant issue is about the serial heritage and transnational heritage . So a serial property transnational is another form of serial property but in this case components are located in more than one country. The advantages and problems of such a property are similar to those outlined for transboundary properties and serial properties.

Skip to 7 minutes and 49 seconds Well, these pictures show photographs of about the other normal national properties just listed in the one region, this transbondary heritage, maybe across two countries or three countries.

Skip to 8 minutes and 10 seconds And this is about the series of National property , just like the Tusi site I mentioned. They listed are in three separated areas in Guizhou, Hunan and Hubei. And this is about serial transational properties which may be separated and listed in different area and different countries. So in this section, I mainly talk about the issue of the transboundry and serial heritage
