2015: a significant year
2015 was a significant year as parallel but interacting United Nations processes took place:
- The Third UN World Conference on Disaster Risk Reduction (WCDRR) in March, the publication of the Global Assessment Report (UNISDR 2015) and the agreement of the Sendai Framework for Disaster Risk Reduction 2015-2030.
- UN summit for the adoption of the post-2015 development agenda in September defining The Sustainable Development Goals (SDGs) representing the latest global targets for poverty reduction, sustainable development and peace.
- 21st session of the Conference of the Parties (COP21) to the United Nations Framework Convention on Climate Change (UNFCCC) and its output, the Paris Agreement in December.
These processes were also expanded the following year when the World Humanitarian Summit occurred with its output, the Agenda for Humanity.
While the timings allowed feedforward between DRR, development and climate frameworks, they still remained separate despite addressing common themes and using approaches (Kelman et al. 2015).
UNDRR publications (2015a; 2015b) sought to emphasise the coherence and mutual reinforcement between the Sendai framework and the international agreements for development and climate action and identify common goals (UNDRR n.d.).
Taken individually, none of the frameworks engages with the full spectrum of shocks, stresses, disturbances and risk drivers that might affect a system. Taken together, they better reflect the range of risks that a country might face.
