Outcome and impact cannot be measured directly, so we use indicators to get information about the potentials of outcome and impact.

A well-designed indicator has a title, a definition, and data input. Before using an indicator, you always have to test if it fits the intended goals, and you have to gather baseline data at the beginning in order to measure change.
