Prioritising resilience

Focusing resilience projects on long-term societal and governance changes must determine where the primary emphasis and priority should be.

The decision about what measures to launch first and where and how to resource these projects is important.

Should the focus be on:

  • Enhancing government emergency response?
  • Building better, more effective government-industry contingent emergency partnerships?
  • Building the resilience of energy, water, food, communication, banking, telecommunications, public health, and educational systems and institutions?

It is crucial when deciding the focus of future resourcing to ask what criteria should be used in this decision making process to shape future efforts?

As we scan the globe, we can find some examples of government-led efforts to promote or foster resilience. The question is whether enough resources and effort are invested in these efforts and whether these programs are more deserving of emphasis.
