The general discussion has most likely raised further questions about healthcare workers’ roles. The humanitarian principles provide guidance on how healthcare workers should act. But there are some other participants (or “actors”) in this armed conflict too…

Do you know of any treaties, laws, roles, duties, or principles which non-health actors are expected to comply with during armed conflict? Think back through the major violent conflicts in history - perhaps some of these led to the establishment of rules and responsibilities during wartime. The term used in the title of this step - “jus in bello” - is Latin for “law in war”.
