As we mentioned earlier, the impact measurement and evaluation process is critical for improving a project’s/program’s resource allocation, and improving the overall quality of the project itself.

However, impact measurement is not a silver bullet.

Please read ‘Ten Reasons Not to Measure Impact—and What to Do Instead’ and discuss when we should measure impact, and when we should not do so.

Also, we need different approaches for different stages of a project/program. The PIA (Prove, Improve, Account) approach might be useful at certain stages.

Please read the following articles, and then talk about what we should consider when we apply TOC to impact measurement and evaluation in real world contexts.
