In this part we are gonging to talk about how to evaluate the indicators of integrated tourism demonstration zones.
If an area wants to build an integrated tourism demonstration zone, it needs to meet evaluation indicators for integrated tourism.
On August 2015, the previous National Tourism Administration published the notice of the main evaluation indicators of establishing the national integrated tourism demonstration zone.
First, is the added value of tourism is more than 15% of local GDP.
Second, the number of people employed in tourism industry accounts for more than 20% of the total number of local employment.
Thirdly, the annual number of tourists is more than 10 times of the local resident population. Fourth, more than 20% of the net income of local farmers generated from tourism industry.
Fifth, tourism taxation accounts for about 10% of local fiscal revenue.
Sixth, there are clear main products in the region with high abundance and wider coverage.
Now let’s look at steps to build integrated tourism demonstration zones. There are in total 5 steps to create integrated tourism demonstration zones. First, the counties and cities independently declare the integrated tourism demonstration area.
Second, provincial government conducts the evaluation and examination and then make the recommendation. Thirdly, the national government determines the list of integrated tourism demonstration zones.
Fourth, upon confirmation the provincial government conducts the inspection and report regularly.
Fifth, the national government decides the acceptance of the integrated tourism demonstration zones after one year. So what other priorities of integrated tourism demonstration zones?
If an area becomes an integrated tourism demonstration zone, it will have the following eight priorities. First, obviously it is the financial support. The area have priority to get investment support within the central and local government budget.
Second, it is the pilot reforms. The area have priority to become the national tourism reform and innovative pilot demonstration zones.
Three, infrastructure. The area were also have priority to obtain the support of the construction of tourism infrastructures. Fourth is to Create A level attractions. The children area were have priority to get the support of establishing a national key tourism brands, such as A-level scenic spots.
Fifth is the investment support. The area will have priority to be on the list of preferred tourism investment projects.
Sixth, it is personnel training. The area will have priority to obtain tourism talents training to meet the ever growing the industry needs. Then seventh is a promotional effort support. The area will have priority to be the key support areas of national tourism publicity and promotional efforts. Finally is the key link. The area will have priority to be the key contact areas of the Ministry of Culture and Tourism at national level.
