The differences between 对于 and 关于

对于 and 关于 are all prepositions and can be used to introduce object the situation is concerned with. For example:

对于这个问题，大家有不同的看法。

也可以说：关于这个问题，大家有不同的看法。

But they are different in meaning. 对于 points out the object, which is often the patient of an action or the thing a certain situation is concerned with; 关于 points out the scope, introducing the things to be talked about. For example：

对于这次的调查计划，经理特别满意。强调满意的对象是这次的调查计划。

关于这次的调查计划，经理说还有很多不清楚的地方。强调关系到调查计划的内容范围，还有很多不清楚的地方

As 对于 introduces the object, it normally used in the structure 对于谁来说, but关于 cannot be used in this structure, for example:

对于老师来说，找到适合每个学生的教育方法是最难的。

对于 can be put either before or after the subject, while 关于 can only precede the subject. 比如：

对于每个需要帮助的人，哥哥都会热情地提供帮助。

或者：哥哥对于每个需要帮助的人都会热情地提供帮助。

关于什么是幸福，大家都有自己的看法。这句中主语“大家”不能移到“关于”前面出现。

关于… can appear in the title of a book or article, while 对于 cannot be used in this way. 比如:
