The Illustration below depicts the solution. The bold lines are the most efficient links.
Thus the most efficient solution is to construct fibre optic links between Glasgow and Edinburgh, Edinburgh and Newcastle, Newcastle and Leeds, Leeds and Manchester, Manchester and Lancaster, Manchester and Birmingham, Birmingham and Grantham, Grantham and London, Birmingham and Cardiff, and finally Birmingham and Bristol.
This solution involves connecting the eleven cities using 10 fibre optic connections with a total of 1077Km of fibre optic cable.
Notice that the solution doesn’t have any loops, but there is a route between every pair of cities.
