In this case study, Dr Pallavi Roy explains that in the artisanal oil refining sector in the Niger Delta, where corruption is widespread and intractable, there aren’t feasible opportunities for anti-corruption. In this situation, a strategy of mitigating the damaging effects of the intractable corruption and identifying opportunities for transformation to other livelihood activities and energy provision can offer a route away from the current high corruption sector.
