1) promote national interests

2) foster mutual understanding

3) build international relationships

In short, everyone can be an actor and you can engage in “public diplomacy” in pretty much any fields.

Social innovation or solving social problems, especially a global scale problems, cooperation among public, private and social sectors are desirable and is more likely to be effective.
