To analyse the concepts and practice of 'Integrated Emergency Management’ and ‘interoperability’ with particular reference to challenges for multi-organisational policy and frameworks in comparative ‘governance’.
To analyse and evaluate political theories of the state as alternative lenses for differing analyses of emergencies,disasters and intervention into them.
To analyse how different policy approaches and instruments may align with alternative political theory approaches, with a resultant propensity for differing emergency and disaster policies and practical outcomes.
