Develop techniques to plan and control

Planning and control are at the core of project management. These address the need to assert control over time and resources to achieve the desired outcomes for the project. Control, however, has two connotations. The first connotation is related to the exercise of power to effect change, whilst the second, more important connotation, relates to the notion of knowing and comparing where a project is, as opposed to where it should be. This comparison can only be made if solid plans are available, thus, planning is an essential activity that enables the effective control and management of any project.
