At the start of every project, a budget will be set. It will be set when the design and definition of the project is conceptual at best - and sometimes not even that - but it will be the figure that will remain with the project all the way through to its completion, regardless of the multitude of changes that will inevitably occur during that process. Project managers and cost consultants are well aware of the adage ‘the first price is the one the client always remembers’ it is also the one that gets used to compare how well the project has done, however unfair that may seem.
