The need for systemic, not just marginal changes
Transition pathways provide a high-level strategic framework to achieve climate targets within the 2050 timescale. In most cities, systemic changes (i.e. structural changes at the scale of the city) will be necessary to achieve these targets – marginal changes will not be sufficient.
