Training programs for clerkship

Recently, there is a argument about who could deal with the Chinese medicine in Taiwan. After hundreds dealers protest in front of the Ministry of Health and Welfare on November seventh last year, the ministry modify its policy to allow dealers with Chinese herbal medicine management technician license to prescribe or produce drugs. More than hundred pharmacists protested in Taipei voicing their discontent over the Ministry’s new licensing system. They hold signs with slogans such as “herbal medicine licenses easily given out will endanger the public”, “loosened the herbal medicine and regulation is unsafe”, and “trampling over the profession will harm the public”. The Pharmacists Association said allowing dealers to become technician, who are light allowed to directly prescribe and produce Medicine, violate pharmacists’ rights.
So, the pharmacists have an argument with the Department of Health and Welfare, and if they don’t change their policy, they will go on strike to protest the new policy. But finally, the Taiwan Pharmacists Association said that it had cancelled the rally in Taipei scheduled for one day after receiving the assurance from the Ministry of Health and Welfare that it would not set up a technicians licensure system. So, when we look at this news, we know that Taiwanese pharmacists need to really focus on the training system, especially on traditional Chinese medicine. The 16 credit hours probably is not enough. And finally, we want to share with you the training pharmacy clerkship preceptors in Taiwan.
The training pharmacy clerkship preceptor, especially for hospital pharmacists started in 2005. And, the purpose of the training is to certify hospital pharmacist as pharmacy clerkship preceptors. The initiator is Professor Kao Yea-Huei from national Chang Gong University. And the sponsors are two of them, Taiwan Society of Health System Pharmacist and the Pharmaceutical Society of Taiwan. The methodology is to compile a course content on four topics. The four topics are teaching philosophy, evaluation, clinical skills and ethics. And the 16 hours training courses compose of these four areas, four topics, and mainly operate in group discussions. And, requires 12 hour credits in two years for continuing certification in the program.
In 2010, in addition to the hospital pharmacist training for the pharmacy culture preceptor, the new program start to train pharmacy clerkship preceptors for community pharmacists, and the purpose is to certify community pharmacies as pharmacy clerkship preceptors. The initiator is the professor Chen Chiung-Sheue from National Taiwan University and the sponsor is from Taiwan Food and Drug Administration, belong to Ministry of Health and Welfare. So, for the future direction and conclusion, CPD is emerging worldwide as a model for maintaining the competency in engagement of practitioner throughout their career. Continuing professional development expands on and complements the traditional CE and provide more opportunities for learning in more diverse circumstances through a range of different learning vehicles.
Getting started with CPD requires commitment and motivation. Continuing professional development requires that practitioners assume far greater responsibilities for themselves then in the past. And also, the experience has been done in Taiwan could be a reference and also example to establish further continue professional development program for Taiwan itself. And, the National Pharmacists Association should cooperate with the government to change the program in the fate future considering the current problem. Then we could develop a better program to really fulfill the purpose of continuing professional development as a self-learning and lifelong learning experience.

In Taiwan, there is also a separate training program for pharmacy clerkship preceptors. Chiang will conclude this activity with this last example.
