This report, published by the European Commission’s JRC, explains the definitions and historical evolution of artificial intelligence, and also discusses its future prospects.

This report outlines the development of artificial intelligence (AI) through three major phases. First, the Foundations (1950s–1970s) saw the birth of the Turing Test, the perceptron, and early machine translation. However, unrealistic expectations and technical limitations led to the first “AI winter.” Second, the Symbolic AI era (1970s–1990s) focused on expert systems and rule-based reasoning. These systems were applied in industries but faced difficulties in knowledge acquisition and limited computing power, which resulted in another decline. Third, the Machine Learning and Deep Learning era (1990s–present) has been fueled by large-scale data and computing power. Breakthroughs such as ImageNet, AlphaGo, and GPT models demonstrated remarkable progress, and AI is now widely applied in healthcare, finance, education, and transportation.

The report also highlights the uncertainty of AI’s future. While the current “AI summer” may continue, risks such as deepfakes, bias, and security threats could trigger another winter. Therefore, the EU emphasizes the importance of building trustworthy AI that ensures transparency, fairness, and safety.
