This paper provides an extensive review of Smart City development with a focus on its societal and human dimensions, rather than only technology. It traces the evolution of the Smart City concept and emphasizes that there is no single agreed definition—cities vary in goals, scale, and governance.

The authors organize the field into six key dimensions: economy, mobility, environment, people, living, and governance. They discuss enabling technologies such as IoT, Big Data, and AI, along with persistent challenges including data standardization, citizen engagement, privacy, and sustainability.

Case studies from Europe and Asia—such as Santander, London, and Songdo (Korea)—illustrate different implementation strategies.

The paper concludes that a successful Smart City must integrate technological innovation with social inclusion, ethics, and participatory governance to achieve long-term urban resilience.
