Negotiations continued on 19 November, with negotiators continuing to work into the night debating the details.

The closing plenary started at 04.00 Egypt time.

A decision establishing a loss and damage fund was adopted. COP was then suspended for 30 minutes to allow delegates to read the overarching cover decisions.

At 09.19 Egypt time 20 November COP27 gavelled to a close, with the agreement of the Sharm el-Sheikh Implementation Plan. It adopted decisions on loss and damage finance, the mitigation work programme, the Global Goal on Adaptation, and the overarching cover decisions, among others.

UN Secretary General Antonio Guterres in a media statement welcomed the decision to establish a loss and damage fund and said:

“this is an “important step towards justice. Clearly this will not be enough, but it is a much-needed political signal to rebuild broken trust”.
“The voices of those on the frontlines of the climate crisis must be heard. The UN system will support this effort every step of the way.”
COP27 President Sameh Shoukry in a press statement said:
“…. despite the difficulties and challenges of our times, the divergence of views, level of ambition or apprehension, we remain committed to the fight against climate change…. we rose to the occasion, upheld our responsibilities and undertook the important decisive political decisions that millions around the world expect from us.”
COP 26 President Alok Sharma, speaking to journalists, said
“I said in Glasgow that the pulse of 1.5C was weak. Unfortunately, it remains on life support.”
