In Iran we have a mixture of public and private sectors. Essential healthcare such as primary health care is fully funded by government
But secondary and tertiary services are arranged both public and private
As you said the speed of services and the technical quality of care in private sector are more considerate than public services -

I believe that mandatory social health insurance is a better as well as sustainable method to increase revenue
as you know when health financing rely on regressive premium the equity will be occurred efficiently! -
the recent reform in Iran has implemented from 2014. the main goal of this reform was to decrease the out of pocket payments. it has accompanied with short term success but for long term we need to find sustainable resources and try to unified pooling mechanism.
