Yes. By crashing the project. Here you add more resources such as adding more people to complete tasks more quickly.
Or you can fast track it by doing parallel tasks simultaneously. For example in a construction project while putting up the walls of the house part of the team is landscaping around the house. -

The risk to the second lender is that they will not be able to sell this property because legally it belongs to the first lender. To eliminate this risk the second lender will finance the customer after the first loan is paid back meaning lender will clear first mortgage then finance the customer.

So the mortgage business grows as it makes profits from the interest earned. And from this it grows employing more people. More people employed more money earned and spent ol in the economy which means other sectors also benefit and and employ more people. The government gets taxes and funds public sector services and goods.
