While I believe it will be good if government maintain the health care of its citizen and enforcement of citizen contribution to national health insurance , I also believe that option should be provided for the free market to exist for people who may want to pay for a better services above that government can provide.

@NDOUMBEBLAISERENEGUY In my opinion , this kind of taxation should be on rich only , payment for penalty for violating environmental laws can be considered as indirect tax that is both beneficial to the government and non discriminatory.

Raising money from indirect tax is truly equitable, consider an example where environmental offender are fine for environmental destruction and the money collected been channel to finance healthcare.

The most important impact of failure to reduce cost coverage is Increasing societal inequity (between those who can afford healthcare and are healthy, and those who are poor and unhealthy). In the context of Nigeria , the donor agencies are the drivers of the system because all the major initiatives to eradicate disease were not only been promoted by development partners but they were funded by them through various schemes.
