Some historic figures from Nigeria that stood out as good communicators for me were Sir Ahmadu Tafawa Balewa and Odumegu Ojukwu. They had a very good command of the language in which they were communicating and the logic of the issue they were trying to address in their speeches was sound.

I am yet to know what the difference between a bibliography and a reference list is. I think it does represent everything the writer has ever read on the topic but thats not the case. i know people who read what others have written and then try to writeit in their own words citing the original author of the idea.
