what struck me is the most that how civil servants formulate policies, in my point of view policies can be made in parliament by the elected member of the assembly, So my point of view the parliament have power to influence the policies.

In my point of view, education is the most important element for any nation in the word, without education no nation can grow and compete rest of the world. If people have batter education facilities they have more opertunities . Here i would like to add that there should be equal opportunities for every one without any discrimination.

My understanding of policy is that, it is a framework of ideas, rules and principles and it can be expressed in a short turn , through policies we can drive our mission and vision and can achieve our goals. However I want to learnt how to implement policies for persons with disabilities for right based approach.
