Cultural policies in the digital age

What are the key implications of digital technologies for cultural policies?

There are several implications in many domains. One way to schematize them is to think in terms of who are the actors of cultural policies, what are the objects, and also what is the scope or scale of cultural policy. Then all of that changes with the possibilities of digital technologies and the networks and the boundaries that shift because of the possibilities of digital technology. So in terms of agency or actors of cultural policies, obviously, this is no longer just states or local authorities. But there are new actors that emerge and that become more relevant for cultural policy. That can be transnational or even local. They are not necessarily public authorities, et cetera.

This is not only linked to digital technology or only determined by digital technologies. But it is linked to that. And then in terms of scope is the reach of what can be regulated or implemented and promoted through the cultural policy. And again, digital technologies are tangentially without boundaries, or at least they don’t stop where the usual territorial boundaries used to be. And so that changes and shifts as well. And then obviously, the object of cultural policy. With the digital, there is a whole new set of cultural objects, digital cultural objects that didn’t exist, and that now need regulation, promotion.

And they are both new means to do and promote maybe the image of a country if we’re talking of cultural diplomacy in particular, but also that may need regulation, new types of copyright, new types of property laws as well. So that also means a cultural policy becomes much more connected also to other policies that are not explicitly cultural but that relevant for culture. And with the digital, that is also much more important.
