Tender pre-qualification

Pre-qualification is the stage of the tender process where a number of organisations are pre-selected and subsequently asked to submit a tender

A pre-qualification questionnaire (PQQ) can be used by a client to produce a shortlist of contractors who are likely to be most appropriate for their particular project. Shortlisted contractors may then be invited to tender for the contract.
The PQQ will usually require contractors to answer questions about the following:
  • Experience in similar work/technical expertise
  • Capacity
  • Financial standing
  • References
  • Health and safety records etc
The answers to these questions will be used to discount unsuitable contractors from the long list. The aim of using a PQQ is to ensure the proposed contractors have the relevant expertise to undertake the works, thus saving a great deal of wasted time for potential tenderers who would not have any realistic chance of winning the contract. It also saves time for the client by avoiding processing and assessing inappropriate tenders.
A scoring and weighting system will usually be prepared and used to rate the submitted information and potential tenderers should be informed of the details of the system that will be used.

(Constructionline was created to provide a single site for the collection of standard pre-qualification data, thus reducing the need for data to be constantly submitted when pre-qualifiying for potential works. Data is collected and validated annually, and entered onto a register of pre-qualified suppliers for construction contracts. Suppliers pay an annual fee for this service.)
